Ok, here goes
to deploy a service (given the XML Service Deployment Descriptor Template)
perform :-

java org.apache.soap.server.ServiceManagerClient
http://hostname:port/soap/servlet/rpcrouter deploy foo.xml

where foo.xml is the Service Deployment Descriptor file.
