Are there some experienced devs with expertise in Rust , Apache Arrow, FFI
and API development (REST, WS) and familiar with and willing to work in the
Blockchain industry?

Proficiency with WebAssemblies is a must and knowing how to write smart
contracts in Rust and use them in WASM is a huge bonus.
