[I] Build and test for Linux/ARM64 [lucene]

   ## Description  
   
   For aarch64 platform, I have built " Lucene " from source.  
   
   ## Steps   
   
   Following [STEPS](https://github.com/apache/lucene?tab=readme-ov-file#building) were used for the building and installation: 
   
   ```
   $ git clone https://github.com/apache/lucene.git  &&  cd lucene
   $ git checkout  releases/lucene/9.9.0
   $ Install JDK and setup JAVA_HOME.
   $ ./gradlew  
   ```
   
   ## Outcome  
   
   To validate that the build was successful we ran tests that were generated using `./gradlew test` command. All the tests ran successfully.
