I [started a thread|https://lists.apache.org/thread/ol3ssjphdqqxwsxhc65qoqg1dj1kjbxb] covering my observations running the ant _*dependency-check*_ target. It fails unpredictably in both GitHub actions and our trusty Jenkins builds on ci-builds.apache.org.

I propose to simply remove this target (and associated configuration) in a bid to clean up some flaky legacy build code.
