Table, Loop, "footer could not fit on page, moving last body row to next page"

Summary: Table, Loop, "footer could not fit on page, moving last
                    body row to next page"
           Product: Fop
           Version: 0.20.2
          Platform: PC
        OS/Version: Windows NT/2K
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: general
        AssignedTo: fop-dev@xml.apache.org
        ReportedBy: mburchard@emos.de

The Bug occurs if you try to render a table that doesn't fit on one page but
only because the footer of the table doesn't fit.

For example you create a table with x rows.
That table (header, body and footer) fits correct on one page, everything works
fine.
If you try the same with x+1 rows you get into a loop with that errormessage.
if you try it now with x+2 rows everything works fine.
