h3. Motivation

After https://issues.apache.org/jira/browse/IGNITE-18624 was implemented a data nodes from ZoneManager is used instead of BaselineManager#nodes on table creation. Now need to remove using of BaselineManager#nodes in all other places and use dataNodes from DistributionZoneManager instead of BaselineManager#nodes.

 # BaselineManager class is removed.
 # Data nodes from DistributionZoneManager used instead of BaselineManager#nodes.
