Setting one of the available *_HOME variables(THRIFT_HOME, ZLIB_HOME, BROTLI_HOME) during Windows build doesn't work. It still builds 3rd party libs from the downloaded sources.
Usage of *_HOME variable also should be compatible with libs packages from conda-forge.
