Changes:
* Modify the priority to ensure ambari-agent/server starts as late as possible and stop as early as possible
* Add to auto start on post install (install time only)
* Remove from auto start on pre-remove (uninstall only)

During upgrade the we will not add support for auto start. This is because, user may already have their own setup to deal with auto start or explicitly wanted not to use auto start. Also, we can document how to add support for auto start for existing deployments.
