BP41 - Separate BookieId from Bookie Network Address

Hi BookKeepers !

I have drafted the design document of BP-41.
This story is all about using an opaque (and customizable) BookieID instead
of the BookieSocketAddress, that is the network address of the Bookie.

I am also preparing the implementation that I will send in form of 2 Pull
Requests (client implementation and server implementation) once we agree on
the high level design document.
