   I think the plugin runs before Send Request, and thus we don't have the Content-Length from the origin to evaluate to skip the plugin for small objects.
   
   So, think the concept would be that the administrator would only use the plugin for remaps where the default_buffer_water_mark setting "doesn't sufficiently" handle the slow client case.
