[SARE] Rule updates

Just a quick note that several rules files have been updated:

Headers -- 70_sare_header*.cf, files 0, 1, 2, 3 -- a few additions,
several score changes, a few old rules moved from files 0 and 1 to files
2 and 3.

URI -- 70_sare_uri.cf -- minor improvement to one rule, migrated two
rules from ratware.cf here.

Ratware -- 70_sare_ratware.cf -- emptied, as the last rules migrated to
the URI rule set. This file will be deleted probably within a month.
Remove it from any/all RDF auto-update system.

Likewise, if anyone is still using the old ratware.cf (without our
standardized 70_sare_ naming convention), that file will also be deleted,
and should be removed from all configurations.

General Subject Rules -- 70_sare_genlsubj*.cf, files 0, 1, 2, 3 -- a few
additions and a bit of tuning.

Headers -- 70_sare_header*.cf, files 0, 1, 2, 3, x30, x264_x30 -- a few
additions and a bit of tuning.

Specific -- 70_sare_specific.cf -- Added SARE_STRIPE, thanks to David

URI -- 70_sare_uri.cf -- Added some rules and a bit of tuning.
