Resolution: Fixed
Added toolsTest project to the SDO reactor build and migrated appropriate tests from the tools project. Note that if you import the toolsTest Project into Eclipse is will require a maven build before the eclipse project builds correctly, as Eclipse doesn't know how to run the java generator.
