Is `SPARK_SUBMIT_OPTS` part of Spark's public interface? If so, it needs some documentation. I cannot see it documented [anywhere|https://github.com/apache/spark/search?q=SPARK_SUBMIT_OPTS&unscoped_q=SPARK_SUBMIT_OPTS] in the docs.

How do you use it? What is it useful for? What's an example usage? etc.
