Here's some details and URLs for the "Jikes VM":

The "Jikes Research Virtual Machine" from IBM is really the Jalapeno
VM (the Jalapeno name was trademarked elsewhere or something).  Its
released under the "IBM Common License v0.5" (which looks to be a
GPL-like license).

It also looks like the standard java libraries are released separately
and under a stricter license: no API changes allowed, all changes must
be submitted back to IBM.
