This behaviour is still present in 4.0.0 and very annoying for use in an
international company. My computer (Windows 8) is set to the German keyboard.
When I type an English text, there is no need to change that. (I already use an
additional Russian keyboard; having more layouts available is tedious and
confusing - I tried it...)

In Writer, I edit an odt document with the following:
 - Extras->Language->Set for entire text is set to English (UK)
 - The Standard formatting template is set to English (UK)
 - All dependent templates that I use do not alter that
 - A paragraph is set to one of those templates
 - Template settings confirmed by CTRL+M

Now I start to add English text by typing. Writer automatically sets it to
German and (of course) underlines it as mis-spelt.

If I explicitly set the *entire document* to be English, it should be English
and remain so.
