[REST] PackageLocator find nothing if in a EAR

Hi folks
are anyone using Struts2 + Rest plugin in a EAR environment?

We are confused, It works in a independent project but after you put it in a
EAR project, the packagelocator doesnt find any Controller action.

any idea?
