This PR fixes the incorrect detection health issue on the alerts page. Previously, the detection health that is shown on the alerts page won't include correct task status. This fix allows the monitoring task to generate the task status correctly.

@jihaozh can you provide some details about the bug and the fix? Looks like you are including waiting tasks in the computation of success rate?

Sure. This is to fix the inconsistent detection health status between the alert details page and the alert list page. There is a bug that it won't generate the correct detection task status into DB.
