International Applicability of the Apache-2.0 License

Greetings, I recently talked with the Free Software Foundation (FSF) via email regarding the warranty and liability disclaimers in the GPLv3 license (Sections 15 and 16). They informed me that these disclaimers can vary depending on jurisdiction and area of endeavor, and advised me to consult a lawyer in my jurisdiction (Turkey) for further information.

I am curious to know if the Apache-2.0 license was designed with only US law in mind, or if it is applicable internationally. Should I consult a lawyer before using this license? I was under the impression that all OSI-approved open source licenses were designed with international copyright law in mind and would apply to all countries in the Berne convention but I am not sure...
