In HDP 2.1, YARN ATS v1.0 did not support kerberos, so kerberizing the cluster removed that component. This means that EU from HDP 2.1 to 2.3 cannot persist the ATS v1.0 configs and instead adds the ATS v1.5 configs that default to stack HDP 2.3. For that reason, Hive Service Check fails.
The fix is to persist the ATS v1.0 configs even if ATS is not present. The service checks will still fail, but the user can then add ATS after EU is done.
