permission denied on startup on Linux

Hi all.
james 2.2.0 on a linux machine complains on startup:

 org.apache.avalon.phoenix.interfaces.ApplicationException: Component named
"pop3server" failed to pass through the
 Initialization stage. (Reason: java.net.BindException: Permission denied).
...

Do I need to be root user to launch james on unix machines?
