Tree is tagged, starting the move

I have just finished tagging the tree.  I am going to start moving files
out of src/lib/apr now.  I will finish rolling when the move is done.  I
want to unfreeze the tree ASAP.

The pre-split tag is APACHE_2_0_ALPHA_8

The post-split tag will be   POST_APR_SPLIT

here goes nothing.  :-)
