Since the SIP-12 work has wound down, I'm going to close out this umbrella jira.

The only piece that remains unimplemented is the support for Microsoft's ABS blobstore, which I don't think anyone had plans to pick up in the near future.  I'll leave that ticket open, but remove it from this umbrella.  As far as I know, there's no blocker to someone tackling ABS down the road - it's just a much less used system than GCS and S3 which we already have support for.
