configuration files with 0 size after closing tomcat

Hi:
I have jetspeed 1.4b3 working under tomcat 4.18. I
have a problem that sometimes when closing tomcat,
jetspeed fails to save one or two configuration files
and leaves them in a state of 0 size (empty). This
result in complete failure at the next time jetspeed
loaded. 
This problem happends more often when tomcat is
configured to run as service.

Did anyone encounter this problem?
is there a configuration solution to this?
