Unable to read POM file from repo1.maven.org

My maven application is unable to read the file below from repo1.maven.org.
Some of the bytes are received, but the system then hangs. The same thing
happens when I attempt to access the file via a web-browser. Note that other
files can be read successfully. I first noticed the problem approx. 12 hours
ago, and it is still persisting.
