Sometimes users will have their messages stuck in moderation for a long time with project members not knowing/bothering to address them.

Currently, we only have a one-time message for new messages in moderation, and a "Moderate" item buried in the sidebar. Additionally, if someone with moderate privileges is viewing a moderated post, they can see the contents just fine with just the text dimmed a little. They may not realize the post isn't fully public.

These would probably help this situation greatly:

1. periodically email users with moderate privileges if there are still messages in moderation (iirc, Mailman does this daily)
2. make the notice when visiting the forum more prominent, like a banner or something
3. make it clearer when a post they're viewing isn't publicly visible until approved
