[math] Planning for 1.2

We have a fair amount of code that was added since the 1.1 release
started and a few things in progress.  I just posted a straw man Math
1.2 Release Plan on the Wiki here:
http://wiki.apache.org/jakarta-commons/math/1%2e2ReleasePlan

Included are some straightforward things in progress, a couple of
items from the WishList, and a few more ambitious things.   Please
jump in here (just reply to commons-dev, please) or by editing the
Wiki if there are things that you would (or would not) like to see in
the next release.
