Make new releases due to HBASE-25929?

It is a bug which could cause JVM crashes.

I think this is a serious issue and worth new releases for our minor
release lines.

I will start the 2.4.4 RC today. 

I can do the other releasing lines if need be. Let me know.

+1. Although it doesn't seem to cause corruption, losing one or more RSes
suddenly or frequently failing compactions can cause a lot of trouble.
