Two points regarding #1
1-volume will be counted in allocated storage space only when volume is in ready state , newly created volumes remain in Allocated state until unless it is attached to a vm(are we going to create a volume in ready state ?)
2-newly created volume does not get linked to any storage until unless it is attached to vm ,(under which storage allocated space will get counted ?)
->it should be resize issue , not create volume issue .
