The web.xml in java/webapps/axis violates the dtd (http://java.sun.com/dtd/web-app_2_3.dtd). The 'welcome-file-list' tag is not allowed to have an id attribute. Resin (at least version 3.0.8 and 3.0.9) doesn't accept this, and this attribute will have to be deleted from web.xml when installing Axis on Resin.

i validated the xml using xmlspy and that's fine. Also see the notation at the bottom of the dtd. id's are allowed:
