[PR] feat: enable mothership PR code reviewer [atlas]

## Summary
- Add `.github/workflows/code-review-agent.yml` — triggers the internal mothership `pr_code_reviewer` agent on PRs targeting `master`/`staging` when Java/XML/pom files change
- Add `.github/scripts/code-review-api.py` — Python client that connects to mothership API via VPN, fetches the assistant ID, and submits PR metadata for review
- Adapted from the existing setup in `marketplace-scripts` repo, with path filters and branches adjusted for this Java/Maven codebase
## Prerequisites
The following must be configured in the repo settings before the workflow will work:
- **Secrets:** `GLOBALPROTECT_USERNAME`, `GLOBALPROTECT_PASSWORD`
- **Variables:** `GLOBALPROTECT_PORTAL_URL`
## Test plan
- [ ] Verify VPN secrets and variables are configured in repo settings
- [ ] Open a test PR with a `.java` file change targeting `master` and confirm the workflow triggers
- [ ] Confirm the `mothership-review` label is added, then replaced with `mothership-reviewed` on success
