Hi, 

This is tracked by https://issues.apache.org/jira/browse/FELIX-2424 and seems already get fixed on felix webconsole trunk.
We can pick up this fix after felix webconsole 3.1.2 get released.


Btw, if the url include plugins lable,  like
http://localhost:8181/system/console/admin
and
http://localhost:8181/system/console/bundles
then it works.
