Looks like someone beat me to the punch for suggesting virtualenvs: https://builds.apache.org/view/S/view/SensSoft/job/distill-ci/35/console

In any case I've added flask and virtualenv to all buildnodes, so feel free to install whatever in the virtualenv but flask is also system installed as well.
