Based on the discussion in HDFS-9184, should we continue the work here as a long-term solution? To have token regardless of authentication type can also make multi-tenancy in HDFS easier to build: maybe we can utilize token to indicate the io priority of a job, or more generally the resource that a job can use within HDFS.
