[~LinaAtAustin] I'm making changes in this area for other feature. If you have not looked into this, can I start working on this?

> The permission deltas are used for the NameNode synchronization. NameNode doesn't deal with column-level privileges, so there is no need to store these in the delta tables. This is a perf optimization in cases when lots of column-level privileges are used.
