Patch 001: initial implementation with docs, tests and the CLI. 

* Adds new code in package [org.apache.hadoop.fs.s3a.select|https://github.com/steveloughran/hadoop/tree/s3/HADOOP-15364-S3-select-trunk/hadoop-tools/hadoop-aws/src/main/java/org/apache/hadoop/fs/s3a/select]
* tests of S3AFileSystem.select() call, but not new CLI tool
* opens up some methods to be `protected` over package private in {{S3GuardTool }}, {{S3AReadOpContext}}, {{S3ObjectAttributes}}. 
* Has [initial documentation|https://github.com/steveloughran/hadoop/blob/s3/HADOOP-15364-S3-select-trunk/hadoop-tools/hadoop-aws/src/site/markdown/tools/hadoop-aws/s3_select.md],
* Incorporates HADOOP-15346 as every SQL error triggers a 400 response; you don't want to keep retrying them.

Also Increments AWS SDK Version to 1.11.309. Obviously that's a big change which needs to be validated separately.
