1.2.12rc2 Build Release

I built 1.2.12rc2 and in attempting to Do The Right Release Thing (tm), the 
build is located at:

http://cvs.apache.org/dist/logging/log4j/log4j-1.2.12rc2/

instead of my people.apache.org directory.

Please see the release notes for details of this release.
