dbmmanage: uses Berkeley DB by default

I'm running through some PRs, and found a couple that refer to
problems with dbmmanage and mod_auth_dbm.

My experience, and this line:

BEGIN { @AnyDBM_File::ISA = qw(DB_File NDBM_File GDBM_File) }

seem to indicate that dbmmanage actually create db files by default.
Am I missing something? Do we want to change this at some point
(post-1.3.2)?
