I'm not convinced this is necessary, or at least worth the trouble. I'm
assuming the forward property would point to a global forward for an error page,
but why bother having that error forward in the first place? If you really like
using forwards, why not create a generic handler that has a setForward() method,
then use the "set-property" element to pass it the name of an ActionForward.
I'm gonna close this, but feel free to reopen with a convincing argument. :)
