To allow testing of the Arrow PR we installed Arrow as part of the pip tests. However, conda forge with the old version of conda on the jenkins workers causes issues. To work around this [~shaneknapp] installed Arrow on the workers, so we can avoid depending on installing at runtime. See https://github.com/apache/spark/pull/15821 for more information.
