   ## What changes were proposed in this pull request?
   
   This PR improves constant propagation to constraint propagation and implements these kind of expression simplifications:
   ```
   SELECT * FROM table WHERE i <= 5 AND i = 5        => SELECT * FROM table WHERE i = 5
   SELECT * FROM table WHERE i < j AND ... AND i > j => SELECT * FROM table WHERE false
   ```
   
   ## How was this patch tested?
   
   Existing and new UTs.
