Right now the inflate filter only checks to see if the Content-Encoding in the
headeres table contains gzip. It does not check r->content_encoding. This breaks
it with mod_mime. Example below

# Automatically decompress things for clients that don't support gzip
Header add Vary Accept-Encoding
FilterDeclare gzip CONTENT_SET
FilterProvider gzip inflate req=Accept-Encoding $!gzip

Patch against 2.2.4
This moves the code for getting Content-Encoding in deflate_out_filter into a
separate (static) function so that inflate_out_filter can use the exact same
code. It also updates the clearing of Content-Encoding so it's done a bit later
(after triying to initialize zlib, which is when the Content-Length header is
removed) and updates both the header table and r->content_encoding.

pending for 2.2.

This makes the same changes, but against trunk. All that's changed is line
numbers, so it applies cleanly.
