currently the SQL code can't define rules, but you could add
a request-for-enhancement on bugzilla if you like.

In the meantime, you can:

- - add rules to /etc/mail/spamassassin/local.cf with scores set to 0
- - in the SQL db, set the scores to non-0 for the users who want
that rule.
