cycle.activate() in pageBeginRender

I've put a cycle.activate(otherPage) in the pageBeginRender method, b/c I
want to activate a different page depending on some condition, but seem that
tapestry ignore the activate action, and show up the opened page.

I've tried throwing a PageRedirectException, and seem that it work, but I
want use it only for exceptional cases, and not for simply activate a page.
