[Rust] Planning a DataFusion 16.x patch release

We ran into an issue when trying to upgrade Ballista to use DataFusion
16.0.0, so I am planning on making a patch release to resolve this.

I have created a maint-16.x branch and cherry-picked the fix for the
Ballista issue.

If there are other bug fixes that should be included in the patch release,
please comment on the tracking issue [1].
