Here is a [pull request|https://github.com/apache/cordova-android/pull/25] with progress on this.  It covers this bug (the helper has been created), CB-2501 (FileUtils.getMimeType for content URIs now works), and partially CB-2306 (input streams are returned for file:///android_asset/ URIs).

That pull request should cover this bug; more specific functionality should be split up into other, more specific bugs.
