   ## What is the purpose of the change
   
   This pull request add documentation for TableAggregateFunction. 
   
   Note: as discussed in the [PR of FLINK-12401](https://github.com/apache/flink/pull/8550#issuecomment-498913495), we will have `eimitUpdateWithRetract` and `emitUpdateWithoutRetract` two methods to improve the performance of streaming jobs. However, due to the current status that key definition on TableAggregateFunction is still under discussion now, this PR will not cover the `eimitUpdateWithRetract` method. We can open another PR to add document about `eimitUpdateWithRetract` later. This can unblock these tasks.
   
   
   ## Brief change log
   
     - Add documentation for TableAggregate Function
     - Add chinese documentation for TableAggregate Function
     - Update document about Aggrgate Function
   
   
   ## Verifying this change
   
   execute ` build_docs.sh` in local and check the changes.
