Observed on internal CI. Seems like it is related to cgroups? Observed similar failures in the following tests, and probably more related tests:

SlaveRecoveryTest/0.CleanupHTTPExecutor
SlaveRecoveryTest/0.RecoverUnregisteredHTTPExecutor
SlaveRecoveryTest/0.RecoverTerminatedExecutor
