The documentation says that I can have a URL for a settings file like project://some_project/ivysettings.xml. If I try this I am told that the project 'some_project' does not exist. But it does (and both the project name and directory name are the same and in the workspace).

    Resolution: Cannot Reproduce

I just checked with IvyDE 2.0.0 final, it works for me. Could you give a try with that last released version ? If you still have issues, you're are welcomed to reopen this one.
