   ### Is your feature request related to a problem?
   No
   
   ### Describe the feature you would like.
   Currently, sharding tables is created by user manually, it's not convinent enough, so we improve it.
   
   TODO list:
   - Define new interface, integrate with scaling-core module
   - Implement new interface for different type of databases, e.g. MySQL, PostgreSQL, openGauss
