If `~/airflow/airflow.cfg` exists, airflow uses that file instead of `$AIRFLOW_HOME/airflow.cfg`. This behavior is confusing. If `$AIRFLOW_HOME` is set and `$AIRFLOW_CONFIG` is not, we should only check `$AIRFLOW_HOME/airflow.cfg`.
